Censorship?

The above letter was shown to me by a friend. It is a standard DL-sized letter sent by him with a correct first-class stamp that didn’t reach the intended recipient. That the recipient was the ‘Stop the War Coalition’ gave my friend pause for thought s to why it didn’t arrive. The letter was in due course returned to him. This is the envelope’s rear:

It appears that the stoppage was for the recipient to pay to receive it. The recipient didn’t make this payment. There would be no reason for them to. The addressee is a charity and not acquainted with the sender.
The letter had been opened. My friend’s name and address appear to have been obtained from the letterhead and the letter was returned to him. Hmmm…
Does any reader have any ideas to enlighten us as to what was going on here? I don’t. Any postmen or postwomen out there?
